USNEI was created in 1996 in response to requests from the (then) U.S. info Agency (USIA, currently the Bureau of instructional and Cultural Affairs, U.S. Department of State) and a number of other non-public sector instructional associations. These organizations wanted a central info purpose for international education info and asked that it's settled within the U.S. Department of Education.
